NC 1505-1.3 Use of Targets and Reporting

This regulation requires the SEA to use established performance plan targets to analyze each LEA's performance and report results publicly within 120 days of submitting the annual performance report to the Secretary. Public reporting must include posting plans and reports on the SEA website and distributing to media and public agencies, while prohibiting disclosure of personally identifiable student information or statistically unreliable data. If performance data is collected through monitoring or sampling, the most recently available data and its collection date must be included.

Key requirements

  • The SEA must use the targets established in the State's performance plan and the priority areas described NC 1505-1.1(d) to analyze the performance of each LEA.
  • Report annually to the public on the performance of each LEA located in the State on the targets in the State's performance plan as soon as practicable but no later than 120 days following the State's submission of its annual performance report to the Secretary.
  • Make each of the following items available through public means: the State's performance plan, under NC 1505-1.2(a); annual performance reports, under paragraph (b)(2) of this section; and the State's annual reports on the performance of each LEA located in the State.
  • At a minimum, post the plan and reports on the SEA's website, and distribute the plan and reports to the media and through public agencies.
  • If the State collects performance data through State monitoring or sampling, the State must include in its report the most recently available performance data on each LEA, and the date the data were obtained.
  • The State must not report to the public any information on performance that would result in the disclosure of personally identifiable information about individual children, or where the available data are insufficient to yield statistically reliable information.
