This regulation establishes eligibility conditions that LEAs must meet to receive sub-grant funding under NC 1506-1.4. LEAs must demonstrate that all children with disabilities in IDEA Part B-funded programs receive FAPE and that all required rights and procedural safeguards are provided to children and parents.
