NC 1501-4.4 Transition of Children from Part C to Preschool Programs

This regulation requires the State and each LEA to ensure smooth transitions for children moving from Part C early intervention programs to Part B preschool programs under IDEA. By a child's third birthday, an IEP or IFSP must be developed and actively implemented. LEAs are also required to participate in transition planning conferences organized by the designated lead agency.
Key requirements
- Children participating in early intervention programs assisted under Part C of the IDEA, and who are eligible and will participate in preschool programs assisted under Part B of the IDEA, experience a smooth and effective transition to those preschool programs.
- By the third birthday of a child described in paragraph (a) of this section, an IEP or IFSP has been developed and is being implemented for the child.
- Each affected LEA will participate in transition planning conferences arranged by the designated lead agency.
