G.S. 115C-83.11 — Read to Achieve

Plain English summary

Third-grade students who already read at grade level and second-grade students developing on track may attend a summer reading camp, but their families can be charged a fee of up to $825. First-grade students who are on track may also attend if their local school district offers a reading camp at that grade level. Students who are required to attend reading camp as a literacy intervention always get enrollment priority over students who are attending by choice.

Key requirements

  • Local boards of education may charge an attendance fee up to $825.00 per student for proficient readers who voluntarily enroll in reading camp (G.S. 115C-83.11(a))
  • Priority enrollment in reading camp must be given to students for whom reading camp is offered as a literacy intervention (G.S. 115C-83.11(b))
  • Local boards of education must establish application procedures and enrollment priorities for voluntary reading camp enrollment (G.S. 115C-83.11(b))
  • First-grade voluntary reading camp access is contingent on whether the local board offers reading camp at that grade level (G.S. 115C-83.11(a))

Affected parties

  • Local boards of education must comply by establishing fee schedules, application procedures, and enrollment priorities
  • Parents and guardians of on-track third-grade readers benefit by having the option to enroll in reading camp
  • Parents and guardians of on-track second-grade readers benefit by having the option to enroll in reading camp
  • Parents and guardians of on-track first-grade readers may benefit if their local board offers a first-grade reading camp
  • Students required to attend reading camp as a literacy intervention benefit from guaranteed enrollment priority

Advocacy note

Families of proficient readers can voluntarily access reading camp resources, but they may be charged up to $825 — meaning the camp is not a free entitlement for on-track students the way it is for students assigned as a literacy intervention.
